The only problem with your assessment of Southeast Asia and Australiasia as the 'safer' places is that we are being absolutly hammered by climate change weather events already - wildfires, floods, cyclones, extreme heat. Far greater in scale than many other parts of the world. These climate storms are only going to get worse.

True, but we are talking about fast moving, global catastrophes here. In comparison to those climate change is just on a lower magnitude of effects. And especially in abrupt sunlight reduction scenarios the effects of climate change will mostly be in the background for ~10 years. If your global temperature drops by several °C, you just won't have extreme heat and wildfires anymore until things heat up again.
